外電引述歐盟消息人士表示，國際債權人積極評價希臘新改革方案，認為是新一筆總值740億歐元救助協議的良好基礎。

消息人士說，歐洲穩定機制及國際貨幣基金組織已準備考慮向希臘，分別發放580億及160億歐元的第3筆救助款項。

消息人士又說，方案將交由歐元區19國財長在今天稍後的會議中審議，但在德國等強硬派反對債務減免下，只有一半機會獲得通過。
